CO/2 monitor all the things everywhere there is combustion and inside your house in general. You will sleep better and not the sleep co2 provides.
 
Well, if in high wind days the power is cut off, it's cut off for the whole HOA, right?
So why shouldn't they all consider solar panels/wind turbines, I wonder.

Still, the idea of getting enough batteries and simply charge them when you have power, sounds very sensible, from what I understand of your situation.

Pity about wasting all that wind, sure. If you could make the HOA come to their senses, you might look into vertical-axis turbines.
The newer models are quite impressive, quiet, efficient, resilient, unobtrusive...
Just be careful, they sell a lot of Chinese cheap ones that are basically useless.
