Question about dump load circuit.

Doesn't this circuit load up the batteries when the controller engages the dump load? Wouldn't it be better to bypass the battery bank? Asking because I am no expert for sure. Just seems like common sense to bypass the battery bank.

If the diverter only diverts above a given voltage, it doesn't really matter. If it starts dumping at 14.4V, it's only going to be dumping from the turbine even if the batteries are in circuit. There will be no net flow to/from the battery, or it will be negligible.
 
Bypassing would complicate the wiring unnecessarily. Diverting to the resistors is sufficient to protect the turbine.
 
usually the dump word is used to express the fact you get some extra you want to evacuate without any form of control.
so the best would be to switch the output of the wind generator directly to a a load (usually a heating element in a bucket full of water)
if you pass trough the system (regulator, inverter or battery) it means you are limited by the system you are passing through.
and worst you could dump more than you want.
