renogy rover 40A help

I have a solar setup containing 24v system: 10x100 watt panels and 1x 40A renogy rover and 2x 200ah agm batteries in series. running since 2018

Ive noticed 4 days now that the controller would not go into float mode. It remains in boost mode. I removed all load, but still nothing . Tested it for hours. Its supposed to stay in boost mode according to the GEL setting for 2 hours and go to float, as its always been doing.

I rebooted the controller yesterday by turning it off and on again.
Is the controller defective?
 
Before anything else, I would suggest completely disconnecting the power instead of just turning it off. Then reconnect power, and reboot the unit from the ground up, then test. Remember to first reconnect the battery terminals, let it boot up, then reconnect solar. If it still misbehaves, I'd give Renogy a call.
 
I have the 60a version. If I charge the battery at 1000watts , it charge a few second and go down to zero and back to 1000w and so on. Also very hot 130f. Changed it to victron. So far so good
