Small battery warming heat strips for sale

I have 24 of these heat strips that I purchased to create a heat pad for future battery build but I have decided to go with fewer larger pads instead. They are 1/2" wide by just under 2" long and consume approx. 4.5 watt @ 13 volts (.33 AMP) per strip but rated at 49.95 watts each maximum.
Manufactured by MINCO products inc. a U.S. based company they seem to be of good quality. I have mounted one on piece of aluminum for reference and testing and it seemed to do a decent job of heating the metal but would certainly need to be grouped together to get a real temp. rise.
Looking to sell all 24 together instead of piecemeal. Will include temp. controller included in picture as well.
$150 for all with free shipping.

Was hoping to make heated handles for my mobility scooter.
Do you think that they would work for this?
