small hybrid pumps

I see some great small heat pumps from EG4,Mr Cool,and others now. One of those pre charged line units would do wonders for my heat worries.
I was wondering if there was a program for very low income seniors in rural areas USA to get some of the 1500$ cost of a system.A tax credit wouldn't do me any good because I don't owe any. I can do the install myself.
Anyone know of something like that?

Do the math on the price of the unit vs the rebate. Some state there eligible for the rebate but cost that much more than other units.
