yes, but then the marketing guy comes in and decide that this technological marvel would be cheaper to produce in China, and after all if chinesium is weaker than steel, it is still cheap enough to be the material of choice.
And refurbished reactor have bee proven to work fine even after being scrapped, and if you do not care for a a bit of radioactivity leaks, it is still a good business, especially after a good layer of new paint you can even advertise them as new in some emerging countries.
