Sol-Ark 15k Overpaneling

I am designing a system where I would like to maximize solar panels per Sol-Ark 15k and optimize the system for winter months as panels are relatively cheap and sacrifice max power in summer.

The 15k spec sheets states:

• Max allowed PV power (STC): 19.5kW
• Max DC Input voltage: 500V
• Max short circuit current per MPPT: 44A

I would interpret this as: the maximum usable total PV power is 19.5kW and that the MPPT would clip any power above this as long as the short circuit current stays below 44A.

Is this a correct interpretation?

Just stay comfortably under each strings MPPT max considering cold days etc. and you should be fine.
That means 8 modern panels in series per string (400v).
Don't look at max DC input voltage. What is important is the max MPPT voltage (425v).
