I have an eco worthy 200w solar system from Amazon and I can’t seem to keep the batteries charged. I have 4 100w panels hooked together and should be ample amount of power to run my houseboat which never exceeds 25amps. Solar controller is putting out between 13.1 and 12.7
 
Type and age of batteries? Depending on mounting, Season, and if any shade occurs, at best you could expect about 2kWh from your panels. So how much load do you run? 25A at battery voltage of 12vDC = 300W or under 7 hours (7h X 300W=2.1kWH) per day.

2kWh is not much to work with and if you are running other equipment such as a inverter its idle current could easily take a chunk of that.

I assume you have this kit plus extra panels. There are options for a battery and inverter, do you have these ?

The controller is a PWM type so you won't get a good performance from the panels.
The most power from the 400 watts of panels, charging at 14.0 volts, in theory is 280 watts, a charge current of 20 amps. I practice you should see around 15 amps Into the battery.
The daily power from the panels will be , at most, around 1500 watts.

It's probable you need a better controller, more panels and bigger battery, to meet your load demands.
