I have a 120v water heater 2000 watt on 1 side of a split 20 amp breaker. I have never used the water heater or even filled it. Its for emergency. Should I replace that breaker with a regular single 20 amp breaker( HomeLite) or is it ok? I would never put anything else on the other side of that breaker...what do you think??

If you have the option and panel space, it's better to use a single 20A breaker. Because it avoids confusion later for someone else inspecting or working on the panel. If you never plan to use the other side then keeping the tandem breaker is acceptable.
