I use NOAA weather.

Underneath the written forecast area, there's a link to hourly forecast.

Inside the hourly weather forecast is a set of charts, one of which is % sky coverage.

Been using this to predict how much solar I'll be able to harvest, and whether I can run some household systems off solar power, or should hold off. Obviously if there's a storm coming, I leave the batteries full.

There is sort of a tool which might be used to determine this.
On my weather station I have an optional measuring device which will tell you how much solar radiation you are receiving at any given moment. It tells you many Watts per Square Meter. you are receiving at your weather station.
Today it is rather cloudy out and it tells me that I currently am receiving 102 W/m².
Just a thought.

It is the 4th display unit from the top on my webpage here.

I use Solcast (based in Australia, but cover the whole world). Free registration for non-commercial use. Set up your location, panel ratings and orientation and their API gives you a projected output in kWh in 30 minute slots. I've found their forecasts reasonably accurate.
