Can I connect the progressive dynamic charger to a buck converter (step down) to top balance lifepo4 105ah cells?

You certainly could, but I'm not sure it makes sense. You are taking a power supply capable of 725W, and putting it through a buck converter that will only be putting out <75W (20A @ 3.65V).

I also am not sure I would trust that little buck converter to hold it's voltage at 3.65V and not drift. Most would be fine, but you didn't give a link so I don't know the pedigree of that one.

For the $$ you are talking about, why not buy an above-average CC/CV desktop power supply, like this one: https://www.circuitspecialists.com/csi3020sw.html With that, you can parallel charge / top balance a whole set of cells to 3.65V at 20A, or you can turn it up to 14V or 28V and charge an assembled 12V or 24V battery pack at a full 20A.
