Two Batteries from 16 Cells

So I have 16 cells (Lishen 272s) from Michael that I need to split into two batteries: a 24V for me and a 12V for my buddy. Is there something I should do to select which cells go in which set? Or should I just wire all 16 in parallel and top-balance them in one go?
 
My thought is that the best way to choose cells is by internal resistance, according to what I've read. I have eight EVE 280 Ah cells. I top balanced them and randomly split them into two 4s batteries. Both batteries are doing well.

I would top balance the cells together that are destined for the same battery. However, there's nothing wrong with top balancing them as 16s.
