The cables should be able to be placed in series to work with a higher voltage. But it would depend on the type of cables. It wouldn't work with self regulating two wire cable. But those are usually used for freeze protection and not heating.

Single wire heating cable voltage should be based on the length of the cable. As in rated at so many volts per ft or meter.
