Victron smartsolar 250/100 shows volts but will not charge!!

I can’t figure out what I’m missing here, all my voltage settings are below my thresholds and it will not charge, it shows 150volts input. Any help is appreciated!
 
I apologize for lack of information,
Abs: 14.2
Float: 13.5
Bulk offset .1
The panels are 4x 320 40voc
12v (24v soon) 280ah lishen cells
 
How are they wired? If all in series, your SCC is likely shutting down from over voltage (4x 40V = bad)
Did you connect battery first?
Happen to have a screenshot of your Victron app?
Are your batteries fully charged?
I tried to use one single panels as well with same result.

Have you clicked on the "Why is the charger off?" link? Or tried turning it on?
Yes I get this. My bms is on, I can apply charge current with a different charger and the remote jumper they are talking about there is there.

What connections have been made to your SCC? Most importantly, is there a cable connected to the VE.Direct port? If so, to what? Anything in the remote or relay connections?

i am stumped. I would disconnect your array (you have a switch or breakers for that right?).
Then disconnect your battery, wait a minute and reconnect battery. See if you can get the state to be "ON" before connecting your array.

Sorry, i wish i had more than "turn it off and then turn it back on". Looks reasonable to me though i have not messed with the jumpers or VE.Direct.

Did you do a firmware update or app update? The app prompts for that. Maybe restart your phone too if you updated things there.
 
My high voltage disconnects are in the mail so I just have to disconnect them manually at the connection on the roof. No biggie, I just tried to do that and it will not go to ON for whatever reason. Also tried the following ideas but no luck. I really do appreciate the help here. This is textbook of how everything typically goes for me lol. Here’s pics of before and after the array connection.

Did you disconnect the battery (after disconnecting the PV) and then reconnecting the battery (before reconnecting the PV)?

Did you try to reset the BMS somehow?
 
Do you have another charging source besides the SCC? Does that other charging source work at the moment?
 
I think the BMS message is a red herring. The jumpers on the SCC seem to make it think there is a remote switch or BMS telling it to turn off. If you have sufficient battery voltage, i'd say it is mighty unlikely its your BMS (i have a couple Overkills so know about that a bit).

Did you specifically put the jumper on your SCC? I cannot remember doing anything with any jumpers... not sure if it was on or in a bag in the box. I will go out and see what i have on my 100/30.

No it came like that and from what I can tell in the manual it’s the bypass unless you have the remote bms from Victron.
