Want to expand my Solar Edge system

I have the following:
1 xSE5000H-US000NNU2
13 SPR-E20-327 panels.

How difficult would it be to add 3 more panels (same model)
I live in California.

I am still using 2744 kWh and i have a powerwall.

I have been reading that in CA, i can only add 10% or 1kWh which ever is greater

1000/327 = 3.06 panels

I think i can add 3 more panels before i get pushed off to NEMA3.

Will 3 panels at 327wats make a dent to to my issue of stillconsuming 2744 kWh?
