What is the best supplier to purchase 315Ah 3.2v cells the vendor I purchased from before seems to not have competitive pricing but I don't want to risk getting knockoffs or grade b cells.

I join the above. Recently ordered 16 MB31 cells from Amy Wan. During shipping/expedition 8 cells were damaged, 4 cosmetically, minor. 4 required replacement. So, as soon as Amy realized that it was a long and thankless task to sort out the conflict with the shipping company (and I ordered DDP shipping), she sent me 4 new cells for replacement without asking for anything in return. I previously had ordered from Amy and she, and the cells, were great. If you want an alternative source, I have twice ordered MB30 and MB31 cells from Gobel and had very good luck. I went through Ellie: ellie@gobelpower.com. The cells were all Grade A, flawless, and perfectly matched. I also bought their DIY battery kit.
