whats max usable pv input for victron smartsolar 100/15 for 24v battery and 12v 100w panels? calculator says 3s2p

i have 6 12v 100w panels wired 3s2p gives about 60v when suns out without charge controller on but when i turn on charge controller voltage drops in half? is this normal
