The voltage changed like 2 or more times per second on two different days. I don't have a controller. Not very smart phone savy, so no pics yet

I was given a 1'x4' panel. Carrizo solar Corp, super gold module, s/N 701972. When hooked up to a meter it jumps all over the place. Is it junk?
