I kept the panels side by side to make moving the wiring easier and the drywall guy built a nice box at the top so I wouldnt have to tear up my header like they did in the old days. They dont want you doing that these days so all my conduit comes in front of my wall header now.

Understandably from the photo, you've misinterpreted what you see. That green wire isn't jumping the neutral, it's riding up the side of the block but you can't see it until it bends around to the ground bar.
