According to Renogy the BMS over voltage protection kicks in at 14.8v. If the charge controller is set to only charge up to 14.2v during boost, why would the BMS over-voltage protection be triggered?

Correct. Battery voltage was 12.5v with no loads and then jumps to 13v when the lights are turned on.
