I think the sum volt high protect is just a total of the cell high volt protect setting. It changes with the cell setting. Maybe its a place holder for a future upgrade.

It needs some charge current to activate. Charge through the BMS. After it activates your can remove the charger and it will continue to operate.
The BT port will Shut Down after some period of time. The Shut Down Delay is controlled by a parameter in the Configuration menu.
