Cheapest solar setup to heat desperate pensioners for 6 hours a day at 37w?

In another direction but may help a bit. Cheap insulation; putting tape on the junctions of the window frame to avoid air getting in. Closing doors to difficult air flow in the house. Putting towels under de doors, specially the ones facing the exterior.

I once calculated If using candles would be a cheaper way to heat up a room (excluding the fact that it might not be possible since the flame is way too small). It might be cheaper If you buy a big bag of 100 candles; but the heat they add to the room is way too small and easily dispersed.

Another possibility is to use the kitchen as a living room the hour after cooking as it will get warm from cooking. Maximize the effect by not using the extractor.

Our head loses a lot of heat, use a hat also indoor. It will help on comfort feeling.

For a simple constant blanket adding a controller may help.
These are commonly used for 12V heated motorcycle gear. Allowing heat adjustment depending on insulation and required heat level.

I've used one for years and they aren't that sophisticated. Basically just a dial adjustable pulse modulator.
 
Well, all the 12V blankets I've looked at on Amazon have a thermostat (they switch off when at the desired temperature) and different heat settings.

To build on what Jordi said.

The first step is almost always increasing the energy efficiency of the home. Reducing the amount of BTU's lost is normally less expensive than throwing more BTU's into a hole.

In the USA we have "Economic Security". They have an income based weatherization program that is specifically for these sort of situations. They come to the home and do all sorts of things. I'm not saying it's perfect but spending your time introducing people to such a program (it if exists) then helping them work through the application process may produce better results.

The insulation is a great idea, sadly ignored again by our government. We had protesters just recently glueing themselves to the primary motorway around London for several days in a row asking for a program of government assisted insulation. The answer appeared to be "enjoy this nice warm cell instead". Still, it's a good idea and all ideas are welcome, thank you for taking the time to respond.

Whew.... that's a deal that's likely to not get better anytime soon. (as if I'm telling you something you don't know... sorry) Recent situations have certainly opened my eyes to how dependent many countries in Europe are on the energy from one country that is up to some bad stuff that continues to just do it wants because it knows the rest of the world won't do anything about it.
