Have an opportunity to purchase an X1 charger with bms and one 4.5kWh battery but the battery reads just 30volts. Can they be recovered from this low or is it dead for good?

Depends. If the sum of the cells = 30V, not a good sign.

If the BMS is in protection mode and reporting an arbitrary but low voltage, AND the individual cells are above about 2.7V, then it's worth trying.

Ok can see a few more of these advertised at 31 and 38 volts when they should be 105 I think. If two are faulty is it possible that I could maybe make one good if the cells are arranged a particular way?

Maybe... It's the only answer because you will need to dismantle the batteries and test each cells to find any valuable capacity.
Let say you find many cells at 0V, but some other are at 2V or 3V, you can potentially recover those cells and build a new battery.

But clearly, if your batteries are 100.8V nominal as imply the spec sheet for the Solax Triple Power T45 HV, there is huge chance that all those cells are dead.
Maybe start to try to measure the voltage of a single cells. And add pictures, that will help us to help you.
