I have 2 VaIence Lithium batteries and I just bought a Progressive Dynamics PD9160ALV 12V Lithium Ion battery converter/charger - 60 Amp. Charged the batteries for 2 days and the voltage is showing 14.6. I’m afraid I’m over charging the batteries, am I wrong.

I wouldn't charge mine to 3.6 but others do that regularly. Take your pick but presumably Valence has you covered?

the recommended charge rate for the valence 40ah battery is 20amp.

Actually that is typically the max charge rate.
The recomended charge rate is usually .2c or 8 amps.
Your batteries will be hollering out their safe word at 60 amps.
my charger is 8 amps , so im glad you said that.

would the BMS limit the charge rate?

It seems @Cloudsbegone has 2 in parallel so the typical recommended charge rate would be 16 amps.
Check the doco for your specific battery.

I believe you have a pair of Valence U27-12XP correct? The charger should cut off at 14.6 volts. Then the batteries will drop quickly to their nominal voltage.

I bought the Progressive Dynamics charger because it is suppose to be one of the best for lithium batteries. The Valence batteries are the U27-XP they do not have a bms.

correct, thank you. I know they say that the progressive charger charges to 14.6 but I don’t have a monitor yet to see if it cuts back on charging.

I understand they have a internal cell balancer, but not a undercharge or overcharge or temp protection.
