How do I test my charge controller to see if that’s the problem?

So 12.1 v should be discharge? Why would the charger would ramp the amps down? Shouldn’t go up? Just trying to get this clear Battery low to 12.1v conectes to charger and wait until it goes up and it has to remain up? If the charge can’t bring the battery up to 14.7 then the battery it’s damage...

So this means that my battery it is crap!! It’s new Only 2 months old I had it in the box before connecting everything together, Should I return it? The load was not even long in three and thus batter drops really fast the voltage?

I read that watt meters are not very accurate and that everything has to be disconnected from the battery to get accurate reading. Any watt meter that I can buy that can measure without disconnecting from battery?
