Seeing as how the problem seems to be air getting UNDER the panels to severe the connection (of any type) why not put an aid deflector at the leading edge of the panel forcing the air over top the panel. Like this (https://oriondesigns.ca/)

I would use the hole saw size you need and drill the hole from the inside. If you hit a structure piece it is easy to put a patch on it. At least easier than from the outside. Your getting pretty close to the window frame so there is a good chance there is a structural piece there.
