Is a 40amp regulator/converter with a 25amp fuse okay? Or would it be better to have a higher amp fuse closer to 40amps?

But if I put a 25amp fuse on a 40amp converter will it lessen the converters amps? Or that is not how it works? Is it okay to use a 40amp fuse? Or is less better?
