I tried to connect them to my system but it would not recognize them.

My hard panels connect and work fine.
These new ones don't. I read the booklet and it says that each wire has a positive and negative ??!

Does anyone know what I can do so that it works?

All PV panels have a (+) and (-).

Connect the panel (+) to controller (+) and the panel (-) to controller (-).

This is the first time I think I came a across one that has both pos and neg in each cable.
There are several panels for the portable crowd that run a single cable with both the pos and neg in it. Frequently they terminate with an SAE or a power pack's proprietary connection pin. If unsure which wires polarity you can check with a DMM. If you get a negative DC volt reading it signifies that the wire your DMM red lead (assuming you have properly setup the DMM to read voltage) is hooked to is a negative output.
