This jurisdiction requires micro-inverters on roof top installation. I have installed a 200 a manual transfer switch at my service. I have also installed a 30a inlet on the emergency input of the transfer switch. I saw the episode on the 48v battery to an inverter mounted on the $70.00 hand truck. Am I able to build the same to have a 240v output to energize the micro inverters through the transfer switch to operate the inverters and use the roof12kw during a grid outage. Will this work?
 
No, it won't work...
The microinverters will up the voltage to try to "pump" as much power out from the PV, but this will make the off-grid inverter blow up, as the current has nowhere to go...
This is unless you have a constant load more than the microinverters can produce. But you can't really rely on that.

What you are looking for is an AC coupled inverter, which will control the output of the microinverters by playing with the output frequency according to the loads.
