Renogy MPPT 50a DC-DC Charge problem

System was working flawless until it seemed I upgraded the charger/inverter. Renogy told me it was a bad MPPT charger, so now we have a new MPPT controller. Same issue as it will only charge the batteries when we are driving. Solar is at 13.4 or 13.5 volts per the Renogy APP and when I measure. Can this be a battery issue? Our batteries dont seem to last like they did a year ago.

Measurements:
Solar Panel 1: 20.1 volts, 10.8 amps
Solar Panel 2: 19.8 volts, 10.3 amps
Solar Panel 3: 19.8 volts, 10.3 amps
Solar disconnect in: 19.8 volts (forgot to check amps)
Solar Disconnect Out: 19.8 volts
Solar Disconnect to MPPT charger (Positive is attached to controller, Negative is not attached to anything): 19.8v, 10.6a
MPPT Charger (both Positive and negative connected via the terminals, no batteries connected yet): sometimes I get 13.5v, but today I was getting a reading that jumped all around 0 to 5.xx to 0 to 6.4v (yes multimeter was on DC volts)
MPPT Charger (both Positive and negative connected via the terminals, batteries connected): 13.6v,

4x100ah Renogy self heating batteries
Renogy MPPT controller - 50a
Solar Disconnect
Renogy 3000w inverter/charger
Battery disconnect
Transfer switch
Onan Generator

Can you remove the lead from the battery to see if the charging happens from the solar panel?
Solar is at 13.4 or 13.5 volts per the Renogy APP and when I measure.
Can you confirm this is the battery charging voltage?
4x100ah Renogy self heating batteries
You can disconnect the batteries and measure voltage. You may have a tripped BMS. I would think if this happened, both solar and vehicle charging would be activated.
