I have a Victron 20a MPPT Solar Controller. The specs indicate it can handle 100v PV input max, and can support 12 or 24v batteries. Does this mean I can series connect panels, say 4x 100w panels @22v each, to the PV input and the Victron will regulate the battery voltage to charge a 12v bank of batteries?

What's the VoC figure for the panels? That's the part that you need to keep an eye on for the max PV input. If you live in cold climates you need to have a bit more headroom to account for increased output from the panels when the temperature is low.

The Victron will buck the voltage down to the battery charging voltage. As a result the amps into the battery will increase compared to the amps into the Victron's PV side.
