Weather modification permit

So this company applied for a permit for installing a weather modification machine. I emailed them and asked if they can turn down the rain, and they emailed me back Yes. Because we get 60-90 inches of rain being next to the coast.

There's a public comment period I guess if they can turn down the rain we should get one setup here? Knock down the rain?

How does this even work?

I've been arguing with my conspiracy friends for decades telling them chemtrails aren't real I'm really looking like a fool. This appears to use lasers?
