Thank you gnubie. In testing the cables, I had not connected the negative wire from the batteries to the solar charger. As soon as I did, my lights went from red to green :) I knew it had to be something so simple!

okay, thanks Paul, that is really helpful information. Each panel is 9.01A short circuit current. Having the panels in series and parallel was throwing me off on what amp breakers I would need.
