I believe that off grid does not connect to grid so you would not need to go through utility approval process However, one must also consider fire dept and AHJ approval if getting permitted. And if there is a fire, will insurance cover it? Home sale may also be a concern worth considering

Well, I was looking for the PowerPro or any EG4 batteries on the CEC list. All I see on the PowerPro link is a 1973 cert for LL batteries? Shouldn't I be seeing EG4 on the list below where the red line is? Or are we still awaiting a CEC website update? They should have done an update today.

Probably not. If you download the CEC spreadsheet and search PCS you will find many inverters with PCS shown in the description column. The 18kpv doesn't show PCS in its description cell unfortunately.
