I totally agree that watt per watt microwaves are way more efficient than resistance heating. The problem is many if not most microwave ovens have a huge current demand when they start, much like a motor. If your inverter can't handle it, it can't handle it.
Solar generated battery-saved electricity is not really a viable option very often. Unless you can spend tens of thousands of dollars on batteries and panels, think of a different heat source. A typical space heater for home use draws 1500 watts and would not heat even one room in a cold...
It just all depends on where you live. I live outside of city limits in TX. The county is my jurisdiction for such matters. The county cares about sewer/septic and doesn't about anything else. I can do electrical wiring, plumbing, whatever - no one cares unless is has to do with sewer/septic.
Re: chargebacks. CC companies vary some but most I think will fix it if you really got screwed. I live in a rural area a long way from the county road. When UPS delivers, most of the time they bring the package to my house. I ordered 3 charge controllers and wasn't expecting them for a while...
