Its for 8 to 17 cells. I imagine if it could work with 4 cells then it would be called a 4s-17s bms. These bms power themselves from the balance leads so there is that.
The current is low - so no. It finds it’s equilibrium. Even at 4.5A you will be getting 0.2V drop on 1metre cables. 60A requires 10mm2 even at a very short length. Thicker is obviously better.
I just converted 18awg to mm2. Yes thats way too small. 60A would want 10mm2 cables. The voltage drop on the cables is throttling the current.

Possibly you’ve over complicated it? Can be as simple as lining the cells up, crimping rings on the balance leads, placing the busbars and screwing them all down.
If you discount the time connecting and disconnecting it should be quicker. When top balancing groups of cells you always have to wait for the slowest cell to get to the top. Also it could be said that theres a detrimental effect to holding the other cells near the top voltage for long periods...
