problem setting up Tesla "charge on solar"

I'm attempting to use the "charge on solar" feature in the Tesla app to charge my car. I'm able to pair my phone to the Powerwall 3 but don't see the "charge on solar" option on the car side of the app. If I sign out of the app then log back in I see a quick flash of a setup screen then it disappears and continues bringing me into the app. Anybody else experience this? The only other possible hold up I can think of is that I haven't yet received PTO from my utility but my installer thinks the app should be fully functional with the exception of restricting energy exports to the grid.

I have the same problem and also awaiting final turn on. I see the charger and car in the app but no settings and no logging of car chsrge. I have rebooted everything with no luck.
