I just want a simple off grid supplemental system for charging my EV. Is there an off-grid inverter out there, that will provide me with 240 volts and little to no battery backup? If so, please share and if it does need batteries? How few can I get away with? Thanks for your help
 
You always need a battery .
Sun power is not like a grid always on.
Its power go up and down by clouds and rain
The battery is that it charger and than go in with nice flow.

 
What to buy?
A lot and a lot of solar panels to have decent power even when some cloud are there.
After, an inverter to match your desire charging power (let say EG4 6000XP to have 6 kW).
Hook this to a small 48V battery (less than 1k$) and you are good to go.

I have 4.5kw of PV split between 3 mppts, a 6kw off-grid inverter and 4x old 150ah AGM's waiting to be updated.

I can charge our EV at 1.8-2.4kw without stressing anything too much while sun is shining, voltage goes down to 46ish within 30 minutes once the sun disappears. Planning to build a 15kwh battery next year which will help a bit more in the evening (stop it around 9pm)

I pretty much just ran a 20m 1.5mm2 extension lead to the carport where the EV is parked.
 
The thing is, there is many components available, there is many ways to achieve what you want and there is many different budget possible.

Many here can help you to design for your needs, but we will want to know more details.
-Budget?
-Proof of concept to learn or system who work 10 years flawless?
-It's your only charging solution or is it simply to be more resilient?
-Is it to save money?
-power expect?
-space available for panels?
-orientation of panels?
-inverter/battery localization?
-what your skills? You plan to do all yourself of do you plan to hire electrician for everything?
