Chargeverter water heater receptacle

I have a 100 amp panel in my detached garage with a 30 amp water heater. Why can’t I install a 30 amp receptacle and alternate the water heater and chargeverter?

It violates NEC but why is it different than an EV charger receptacle?

You can if you want to.

No problem changing the plug to something standard.
Need a slightly big plug as the cable itself is thick.

Just watch the color codes.
Brown - Live
Blue - Neutral
Yellow/green - Earth
