Do I really need a rapid shut down?

I was planning on installing a 10 kwh system on a barn with a metal roof with an underground feed to a nearby shop for use off-grid. I was told by one installer that I didn't need permits. I was sold a full system without discussion of any rapid shutdown necessities. I spoke with another installer who said it was required on any roof. I'm confused. I do not want to add to the complexity of our build but do not want to be unsafe. Thoughts? I'm in Washington state if that helps. If I need it, what systems do you recommend and why?
 
If your local code requires compliance to NEC2017 or later, you need rapid shutdown on roof mounted panels. That typically involves an optimizer with this feature on each panel. These are ~$60 per panel.

You will need to check with your city or county for specifics.
