EG4 charger issue

My EG4 24v 30a charger seems to always think the battery is at 90+% and will only output 10a or so even when the batteries are down to 30-40%. I originally thought it was because the solar was charging at the same time and was tricking the charger to think the voltage was higher, but I have tested a few times at 10-11pm, hours after the solar has finished charging, and it still jumps to 40a for a few seconds then flashes green (battery greater than 90%) and drops the charge rate. Any idea what could be going on? Screenshot of the victron app with the voltages before and after plugging in the charger as well as the input jumping up then throttling back

High resistance in the interconnects causing the voltage at the charger to read high? Contacts, terminals, crimps, wire gauge?
