Please do not do that.
Cells not allowed to charge under 0 Celsius.
If a cell is swollen that is not good.
At full charge they get a bit puffy, but with discharge it goes away.
At 3,22V at low charge and swollen means they are not very good cells (potentially dangerous, maybe?).
If not too swollen the gas may diffuse down by itself over time.
The fact it has lower voltage might mean it has higher self leakage rate.
Bloating is caused by electrolye breakdown. Either from excessive heating of cell or high cell voltage. Both together is double wammy for swelling.
The bloating itself is not the main cell damage. When electrolyte breaks down other components of breakdown coats electrodes blocking some of ion flow paths. It increases cell impedance.
