Suspected faulty battery in AGM bank

Well I just disconnected the "bad" string and it turns out the "good" one also has a dropped cell while testing under load.
I took the 2 best batteries and hooked them up as one string.
Seems to be holding up OK so far but the battery balancer alarm still kicks in if charging with too much current. Today was largely cloudy so enough current for the balancer to handle. The alarm came on when the sun popped out of the clouds briefly. One battery jumped up to about 16V and the other was only at 13V or so.
But the voltage comes back down to about 13.5V each once the current drops back down. It's possible one battery is under or over charged perhaps? Hopefully it settles down anyway, but I'm hoping I can get the warranty claim sorted.
