Testing panels, Voc jumps to above expected value then falls to zero then back up

Used panels, pulled off of a nursing home. No expected failures based on reports of person who managed system.

When I test voltage across terminals they rise to 60v when expected is in the 37v range, then fall back to zero before going back up again.

Individually this behavior is occuring across all panels.

Press the orange SEL button to change from AC voltage to DC voltage.

You'll need to do the same when checking DC current.

I wasn't getting expected power through my DC breakers and assumed it was a problem with panels, but after your assistance isolated it to a bad DC breaker.

I have the CL800 too, and my first few minutes with it were confusing.
