Information are hard to find, but it seems the 15 windows is common for many European countries...

I have no detail regarding the internals, but yes the total consumption is certainly updated every quarter. (There is also no reason not to do so, seen from the operator.)
For the import/export power, of course the measurement is "instantaneous"... Which is also quite fuzzy since they can have chosen any cycle period internally.
But from the P1 and P2 ports available on official DSMR meters, we can conclude that the internal rate is quite high because of the high rate of the information flow on P2. P1 is then most probably just an average of multiple cycles.
And P1 sends data at 1Hz.

Would be useful to have a database how different grid meters actually count consumption... Anyway for whoever is having issues with different firmwares of sofar-tl-g3, I'm leaving a link to german forum where you will find all the fw from 3.3 to 4.2 and the changelog between them.
