That's almost certainly the problem. Disconnect the cells completely, then reconnect the cells in parallel. Add the power supply to the paralleled group of cells and allow the cells to charge up to 3.6v or so. If your power supply can do constant voltage, constant current, let them saturate...

all day yesterday the controller stayed in EQ mode. It charged normally though and seemed to experience a normal cycle. This morning, as soon as the controller began sensing input voltage, it started in EQ mode. Very strange status display with otherwise completely normal charge behavior.
