From the looks of it that panel isn't large enough to be a 300W panel. A 300W panel would be around 5' x 3' or larger.

Spend the money on the 24v to 12v converter. Otherwise you will unbalance your man 24v battery. That's the right way. To do it and put 30 to 60amp converter in. There is a lot to run off of 12v.

You should have these connected in a 2s2p configuration not a 4s configuration. 4s is to high of a voltage for your controller. Make sure you have correct wire size too. The panels only have 12awg wire.

I would capacity test each cell and find out their capacity. Then make 4 parallel strings 3 cells out of them, buy using the 12 best capacity batteries. Each string capacity should be very close in average capacity.

Assemble battery and charge. After charged connect cells back in parallel let the set overnight. This will let them all balance to the same voltage. And they should be on the same point of the curve then.
