18kpv PCS issue is a risk in CA. Although I am SCE, I'll be interested to see if you can get approval as there are some odd info requests on the SCE application.
I don't want to complicate things, so if I can get my current Solaredge system to work and do an AC coupling, I am fine with that, unless someone on here tells me it isn't a good idea, or waste of money. Like I said, I have the system here, but it isn't installed.
I only want to do this once and have the best of the best....
If 18kpv will be an issue or risk then I might as well pay a little more and get the SolArk system.

What is the PCS issue? Is it because (IIRC) there is no PCS function in the NRTL cert?

For PG&E it interacts in some ways with how your are allowed to export from a NEM2+Storage system. For NEM3 with exports capped more, they probably care less, however if you export at the peak compensation hours in August/September it is possible for you to be somewhat naughty.
 
I don't even have the solar panels yet, I only have the inverter and optimizers, they aren't installed.
If they aren't installed, you should probably just refund all of it or sell it if you can't.

The optimizers will only work with SolarEdge, and AC coupling adds its own complexity compared to DC coupling and is less efficient in several ways. But it is fine as a retrofit.

AC coupling retrofit is fine and for when you already have everything installed on the roof already (microinverters or optimizers). It's kind of wasteful to spend the labor to pull the MLPE off.
 
Some in CA are having approval issue as 18kpv apparently does not have PCS certification. Details in this thread. SS has suggested a potential work around but it is unclear if it would be approved by PG&E or the other large electric companies in CA
