I have 8 - 3.7 volt batteries for the 24 volt system. The full charge is 4.2 volts x8. My inverter and charger cuts off at 29.6 volts.
Is there a way to charge it to 33.6 and a way to use it ?
I think I am missing about 12 percent of the battery capacity.
 
Yes. Each of the 8 in series is 6 parallel 3.7 volt batteries. Can I just put 2 of the six packs parallel in the series ?

I'm struggling to understand what you mean by 2 of the six packs in series ...

What kind of batteries are these pls ?

How many have you got total ?
 
I have 8 sets of

SPIM08HP 3.7V 16AH, Fully Charged voltage 4.2V, Discharge cut off voltage 2.5V

6 each parallel in a series of 8 total of 48 batteries

If I take one out for a series of 7 I would lose about 12 percent capacity also.
as is will cycling them 2.7 to 3.7 be bad for the life of the batteries ?

We need to confirm the type of battery you are using.

From your post it appears you are using LiNMC batteries.
18650?
