2 Harbor freight solar panel kits and a 1000 W power inverter do I need to add an additional fuse to the system if so what size And where would I put

I'm connecting to 100 W Harbor freight solar panels together and I'm wondering if I need to add fuses to the solar panels or a 2001 Harbor freight power inverter I'm having a hard time finding anybody with a setup like that and where they're putting the fuses and what kind of fuses they're using.
 
In your case the fuse is not needed for the 2 two panels setup.
I would use a fuse for the 1000W inverter even though the inverter may already have the internal fuse.
What is the battery system Voltage, 12V?
if it is 12V, the the fuse will be 1000W/0.85 = 1176W (this is due to conversion loss) on the DC input of the inverter, so at 10V (for low Voltage condition), the fuse will be (1176W/10V) x 1.25 = 146A, so 150A fuse for the inverter will be OK. You also need to get the correct wire gauge to handle the current.
BTW, you did not mention anything about the Solar charge Controller and what kind of batteries you will be using.
